Measurements of the garment are taken flat so should be doubled for circumferences.
For the tank tops, I recommend having 2-6 inches of ease around the bust depending on your desired fit/amount of flowy-ness. Meaning, measure your own bust/chest and select a size that has a bust circumference of 2-6 inches more than your own.
